Good question. I say no. Here’s why:
Sex, in my opinion, is any sexual activity, not necessarily male in female intercourse. Lesbians have sex without penis’s, so therefore a male can have sex without an erection. Giving oral, using toys on, or having toys used on him are some of the ways a man can have sex without an erection.
Lastly, in cases where a man can not get an erection, such as after prostate surgery, there are devices that help a man attain an erection, but again, there are ways he can stimulate his partner without one.
